Thanks--turns out I've mostly answered my own question.  The crucial
place to go is 'Environment->Frames' under the customization buffer
(M-x customize).  Eliminating the tool bar has achieved most of the
speedup I need, with the additional bonus of freeing up some real
estate in the window.
