I see no evidence that this was ever done.  I am using:

GNU Emacs 24.3.1 (x86_64-apple-darwin, NS apple-appkit-1038.36) of 2013-03-12 on bob.porkrind.org

and cannot do tags-search within the compressed elisp that comes with it.

I check the bzr repository version of etags.el and it is identical to what is in the distribution listed above.
