* C-x C-w in macro

I have the following macro in my .emacs:

(fset 'cs-dos
  [?\C-x return ?c ?d ?o ?s return ?\C-x ?\C-w])


When I run M-x cs-dos, instead of giving me the option to save in an
arbitrary directory it seems to be acting like C-x C-s and prompts
"File.... exists. Overwrite? yes no."  If I run it manually it works
normally. Environment is w32, 21.3, msw98. Does any of you have a clue?
