I want to use `rx' and `xr'. Are these tools available by default? Are both part of emacs releases?

rx.el is part of Emacs, xr.el is available from GNU ELPA.

Recommended package for you is Hyperbole, as you may follow this links
in curly brackets by pressing M-RET:

1. You could find a library by using {M-x find-library RET rx RET}

2. Once you find a library you could find the working directory: 
   {M-x find-library RET rx RET M-x pwd RET} and if working directory
   is in original Emacs working directory then file most probably is
   part of Emacs.
