I have a problem with the menu-bar.  When the frame is near the top of the screen (with some space
between the frame top and the top of the screen), the menus pop up in that little space.

What toolkit did you build Emacs with?

The result of that command depends on what Emacs was build with.  What
is the value of the variable `system-configuration-features'?
