I install that one like this:

$ git clone https://github.com/dov/paps.git
$ ./configure

or 

$ ./configure --prefix=~/.local/share

$ make
$ make install

or as root:

# make install 

or

$ sudo make install

They don't have .el files, paps author is different, I am different,
but you are right, I could ask him to include the package later.
