But you don't specify what you mean by "active for a particular buffer".  You can invoke lots of commands in a given buffer that aren't "particularly" designed for that buffer, depending on what's meant by "particular".

Perhaps you really mean commands defined for a given major mode and bound to keys in the mode's keymap.  But it's not clear that you mean that either.

As usual, your question doesn't help itself.
