When I FIND FILE,the directory is "C:\ntemacs23\bin",can I change it to the HOME directory?

Yes. M-x cd and then enter your home directory path. You can either
specify this (somehow?) in .emacs or make a shortcut with
...\bin\runemacs.exe as target and your desired default directory as
Start in: HOME directory.
