Follow-up:
Not surprisingly, on the "broken" machine, when I do C-h b to look at the keymap, it includes:
C-c m Prefix Command
C-c m l pylint
C-c m n next-error
C-c m p previous-error
which the other machine does not. How do I figure out where those extra key bindings might be coming from?

When I type C-C m, it echos "C-c m-" at the bottom of the screen and waits for more input. It works fine in other modes, and M-X compile works in python mode.
