needs to be
(auto-fill-mode -1)
on my machine for it to work.
I don't know if this is standard. Since when is
nil positive?

You must mean "for it to turn Auto Fill Mode off".

It is.

It isn't. An unspecified or nil argument is interpreted by a minor mode
function to mean toggle: turn it on if it's currently off, and turn it
off if it's currently on.
