Hi Everyone,
I just found that `other-frame` doesn't work in a PGTK build, which was
built on `fb8276a17c26b4c2bf8281210ede114ff9e24958`. I tried `emacs -Q` and
the problem persisted.
Before I file a bug, I wanted to double-check if this is a known
issue/limitation of PGTK builds

Are you using Wayland or not?

That's a limitation of the Wayland xdg_shell protocol. It doesn't allow
programs to activate other toplevels, even their own while they have the
keyboard focus.
