I think it's probably Bug#36810; it depends on the exact timing of
network responses, so some servers could trigger it more than others.
If you can't upgrade to 26.3 or later, then

    (setq gnutls-algorithm-priority "NORMAL:-VERS-TLS1.3")

in your init file may help.
