I used 'M-x insert-char 1F600' to insert a smile emoji in the buffer. A
square box with 1F600 as text appears instead. I notice when 'cat' ing the
file out the smile emoji appears correctly in my terminal.

Does Emacs 26.1 GTK+ 2019-09-22 build support display of all the Unicode
characters?

For instance I notice some characters in the lower range display correctly
in Emacs.

Thanks

It does. But you need to have a font available to Emacs that is
capable of displaying them.
