Windoze builds used to appear every month or so at

http://alpha.gnu.org/gnu/emacs/windows/

Although "alpha", I found most of these stable enough for my purposes, 
but no new ones have appeared since September. Are precompiled windoze 
binaries still being produced?

AFAIK, lately nobody is publishing official binaries of Emacs for MS-Windows.

As advertised on "help-emacs-windows@gnu.org", I'm uploading my
personal builds of the development sources to [1].  Feel free to use
them.
