Emacs is run from mintty terminal.
In mintty the setting is :
mouse..
Click place command line cursor
which is very clearly useful
but inside emacs it's not doing such feature at all, how come so..
any idea how to solve this and achieve the need?

It might be a missing feature: Emacs needs special code to be able to
communicate with a mouse on text terminals. Perhaps try loading the
xterm-mouse package, maybe mintty supports that protocol.
