This is exactly what I was looking for -

(defun kash-util-quotes (beg end st en)
  (interactive "r*\nsStart Pattern: \nsEnd Pattern: \n")
  (save-excursion
    (save-restriction
      (string-rectangle beg end st)

      (goto-char beg)
      (replace-regexp "$" en)
      )))
