Ok, so I implemented a your LANG=C hack in my emacs daemon script:
unamestr=$(uname -a)
if [[ "$unamestr" == *"Linux"* ]] && [[ $unamestr == *"ARCH"* ]]; then
# fix cedila | ç in emacs under arch linux

And it works. But why does it works? It feels so fragile.
