I'm running emacs gnu on Mac OSX.
I'm starting to develop my first project with emacs.
However, the menu bar items have disappeared.
I cannot open files.
Please, how do I restore emacs to default?

Yes, you can: C-x C-f.
When you write "menu bar items", do you mean the menus in the menu bar? Or do you mean the GNU Emacs tool-bar, which is part of the GNU Emacs frame?
Well, both can be toggled on or off via the Options menu… but you can also invoke:
M-x toggle-menu-bar-mode-from-frame RET
(I can't switch it off, it is constantly on in the menu bar.)
If you mean the tool-bar, that with images, which stays with the frame, then you can use the oval button in the upper right corner of the frame. Or the Options menu in the menu bar, Show/Hide.
Have you quit (C-x C-c or M-x save-buffers-kill-terminal RET) and relaunched GNU Emacs?
