Emacs doesn't use Client-Side-Decorations (thanks!) neither on the PGTK
nor any of other window systems.
GTK or any other window system doesn't control any of the window system
windows or frame decoration unless Emacs would use client side
decorations.

Thous to modify the window decorations you have to modify your window
manager.
