Do you use AUCTeX?  Then this will do the trick.  (Replace okular with
kdvi and kpdf.)

  ;; PDFs per default mit okular öffnen
  (add-to-list 'TeX-output-view-style
               '("^pdf$" "." "okular %o"))

  ;; DVIs per default mit okular öffnen
  (add-to-list 'TeX-output-view-style
               '("^dvi$" "." "okular %o"))

I added those two to TeX-mode-hook.
