I don't know if there is a list/newsgroup that deals
exclusively with that. Probably not as I would have
liked to hear about that.

There is this group on Lisp in general - probably, much
more on CL and Scheme and Clojure than Elisp - tho
lots'a things are probably Lisp-agnostic:
comp.lang.lisp

No, the Emacs groups are probably the best. This one
(gnu.emacs.help) for Elisp in general. If it relates
tightly to some Emacs module (Gnus, emacs-w3m, etc.) -
go there (gnu.emacs.help, the Emacs-w3m mailing list,
etc.) - of course.

But Emacs Lisp is absolutely not off-topic for this
list and many people are happy to help with that, no
doubt.
