Hi. I have many questions about Emacs Lisp. Am I allowed to ask about the
grammar of elisp in this mailing list (help-gnu-emacs@gnu.org)?

On IRC, there's the rule: Don't ask to ask, just ask. I think it also
applies to usenet. ;-)
Everything having to do with emacs (including emacs lisp) is on topic
here.
