I wonder how I get Emacs to show certain whitespace characters as other
characters in some distinct colour. Specifically, I would like to make
tabs and any whitespace at the end of a line visible.

For end-of-line whitespace you might look at the variable
'show-trailing-whitespace'.

A more general facility which I use occasionally to examine tabs
and spaces in interior positions in the text is blank-mode.el
(http://www.cpqd.com.br/~vinicius/emacs/Emacs.html).

whitespace-global-mode and whitespace-buffer
Look in whitespace.el
