No.  PCL-CVS has no support for CVS's (un)edit.
But VC does, so you can tell Emacs to call `cvs edit' before you start
editing a buffer.
See vc-cvs-use-edit.  I never use CVS's (un)edit, so I have no idea how well
it works.
