I would like to make software which uses graphical widgets and toolbar
buttons entirely in Emacs. Are there any examples of how this can be
done?  Thanks.

You could start here for example:

https://github.com/rougier/svg-lib
https://github.com/rougier/emacs-svg-icon
https://github.com/rougier/svg-tag-mode

You could also check included widget.el;

https://www.gnu.org/software/emacs/manual/html_mono/widget.html
