I'm not sure, but I don't think vc-svn provides any features for
directories. (Well, it does provide vc-dired, but I've found that too
slow to use.)
Instead, I use
http://svn.collab.net/repos/svn/trunk/contrib/client-side/emacs/psvn.el.
