Here is how it can be done.

$(byte-compile) $< $(sed-filter)
$(emacs) -Q \
--batch \
--eval "(setq load-path (append load-path '($(packs)))))" \
--eval "(native-compile \"$<\")" $(sed-filter)
It's fast!
