What are the best methods for browsing all functions or commands that
are part of GNU emacs (even if not loaded)?

Use etags on all you emacs lisp files. Maybe find-function-at-point
could be used...

- Browse the command index of the Emacs manual (info "(emacs)Command
Index").
- Browse the ELisp manual (info "(elisp)Top") and the index therein
(info "(elisp)Index").
- `C-h a foo RET' (Menu / Help / Describe / Apropos Commands) shows
all commands containing "foo" including a short description.

But this won't get you all symbols in libraries which haven't been
loaded.
`M-x cus-test-load-libs' from emacs/admin/cus-test.el should load most
functions and variables, but symbols defined in files with no
autoloads will still be missing.
