AFAICT, it's not possible. The character position is, at the end, taken
from the generated input event, and this can't be configured from
Elisp.
What you want could be very confusing in other situations. When you
would click a button, the area of where the button is actually pressed
would differ from where you see the button on the screen.
For marking, I understand why one could prefer what you want, but it
would probably introduce serious inconsistencies.
