/usr/local/share/emacs is hard coded into src/epaths.in.
However, there is special provision for src/epaths.h in the top-level
makefile (target ‘epaths-force’) to DTRT for ‘--prefix’ (et al). See
also the "You might wonder" comment in configure.ac.
So for example, configuring w/ ‘--prefix ~/local’, you will never see
/usr/local dirs in ‘load-path’ unless you add them at runtime.
