‘ssh’ sessions on the local host hang when the network is down.  TRAMP
cannot safely detect such hangs.  OpenSSH can be configured to kill
such hangs with the following settings in ‘~/.ssh/config’:

     Host *
          ServerAliveInterval 5
          ServerAliveCountMax 2
