I have made tags-file-name local by make-variable-buffer-local,
.dir-locals.el still could set it for files in its directory.
Is it possible for my purpose: set different tags file for different
directories.

I have got the reason, the safe-local-variable property of
tags-file-name is nil, so dir-locals regard it as unsafe variables,
and the default value is enable-local-variables :safe, so
tags-file-name is not set. just put this into .emacs works!
(put 'tags-file-name 'safe-local-variable 'stringp)
