* How to prevent debugger reporting error?

I am using Emacs as CGI script and I see if I do:

(setq debug-on-error nil)
(setq debug-on-quit nil)

I am still to get the debugging message over HTTP.  That is of course
useful for debugging, but not for public and reveals some information.

How do I prevent getting debug message forever?
