When I run emacs -Q, i get:

standard-display-table is a variable defined in `C source code'.
Its value is nil

this is 

GNU Emacs 23.0.60.3 (i686-pc-linux-gnu, GTK+ Version 2.12.9) of
2008-06-06 on robotron
