 I have this too that I missed as part of my configuration lines that
I sent.

(setq gnutls-trustfiles '("c:/cygwin/usr/ssl/certs/ca-bundle.trust.crt" "c:/cygwin/usr/ssl/certs/ca-bundle.crt"))

Does setting this explicitly work?
