What is that, like ~/.mailrc ?

As for ELPA ... this has happened to me for as long as
I can remember.

  Packages that can be upgraded: 11; type ‘U’ to mark
  for upgrading.
  
  (hit U)
  
  package-menu--mark-upgrades-1: Wrong type argument:
  package-desc, nil

Also... can you do it without having to do this
