I was trying to combine the tool-bar and title bar like many gnome apps
do. I came across an email on the development mailing list where Po Lu
submitted a patch for this this feature, but I have not been able to
replicate the outcome. I am now starting to wonder if the feature ever
made it into Emacs. If it did get merged, how do I configure this?

Ever since I abandoned this version of the PGTK port, I suppose the
answer to your question has been that it is not possible any longer.
