There is a section on using tramp on NTEmacs.

The solution of this problem is trivial and is left as an exercise for
the reader.

I don't use emacs from that url. However, I do use emacs22 tramp in windows. It
was said that emacs tramp doesn't work well with cygwin ssh. You would like to
down load plink.exe and use it instead. I'am just using tramp that way.

The Emacs from the above url is Emacs 22 (unpatched or patched though)
so it should work too. For more info about it and other precompiled
binaries for MS Windows see
http://www.emacswiki.org/cgi-bin/wiki/CategoryWThirtyTwo
More info about the version above is under EmacsW32.
