I remember having to do this once long ago but have now forgotten
how.
In perl mode on a remote console emacs, I get an underline whenever I
try to space.
Changing mode to text mode removes it so apparently its something in
perl mode. Hard to imagine why it would behave that way but it does.

Could it be that you're using cperl-mode rather than perl-mode?
