C-l
So you can type: C-n C-l
or if you want, you can rebind C-n to a command doing both.

all moving commands. Is there some
way to "repel" the cursor from the
borders? Or maybe some after moving
hook where I could call C-l?

Take a look at
(info "(emacs) Auto Scrolling")
especially the variable `scroll-margin'.

of the window? For instance, when
I press C-n, the text would go
