I think there's a bug in your .emacs file.  Start Emacs as follows:

    emacs -debug-init

This ought to show you pretty clearly if there is a syntax error, and
if so, where it is.

(Hint: I suspect the cperl face definition, as off is not a valid
face.  You could try to use default instead of off...)
