Just do C-h k C-mouse1 to figure out the function bound to this press. at that spot runs the command mouse-buffer-menu which is an interactive compiled Lisp function in `mouse'. It is bound to . (mouse-buffer-menu EVENT) Pop up a menu of buffers for selection with the mouse. This switches buffers in the window that you clicked on, and selects that window.
