Wrong.

Then the problem is somewhere else.

Because turn-{on,off}-auto-fill are not interactive commands.

Because the functions are available and working.  So your problem must
be something else.

I am surprised to see that the "turn-on-auto-fill" and
turn-off-auto-fill" are no more in use in my Emacs 22.1.1 from fedora 7

I had these usefull lines in my .emacs:
