If you start Emacs via "emacs -q -no-site-file", do you then have scrollbars? If so, then there is a problem in your init files. If "emacs -q" has scrollbars, the problem is in ~/.emacs, otherwise the problem is in site-start.el or default.el. -- A preposition is not a good thing to end a sentence with.
