I've changed the Emacs manual to advise people to put coding cookies
into the .emacs file. WDYT?
(I notice that I forgot to also tell them to save .emacs with the
right encoding. Excuse me while I fix this...)

I don't have such a kbd. Doesn't (kbd "C-M-ß"), say, work, if the
.emacs encoding and the kbd encoding match?
