Before upgrading from Emacs 22.2.1 to 23.1.1 (both under WinXP),
pressing M-q had the following behavior in ChangeLog mode.
Sample paragraph:
* bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla
bla bla bla bla bla bla bla
After pressing M-q:
* bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla
bla bla bla bla bla bla bla bla
After the upgrade, the result is different (two blanks are missing in
the last line):
* bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla bla
bla bla bla bla bla bla bla bla
Any idea how to get back the old behavior?

What do you need the old behavior for? The last sample is the correct
format of ChangeLog files.

Because that's the way I format many ChangeLog files. They're not
associated with software development, and they're not parsed by any
tools. So any, even remote, standard is of irrelevance.

Not really. Try to replace change-log-fill-paragraph with the version
from an older Emacs. If that doesn't help, I think the change was not in
change-log-mode, but in fill-region, which change-log-fill-paragraph
calls.

Indeed, it is caused by a change in change-log-fill-paragraph. There,
the variable "fill-indent-according-to-mode" is set to true.
Without understanding the indenting interna, I changed the value of
the buffer local variable "indent-line-function" from "change-log-
indent" to "indent-relative". However, this doesn't have any effect.
Any idea how to solve the problem?

Just put the modified change-log-fill-paragraph in your ~/.emacs.

Already thought about that, but I don't like that solution. I keep
