I've downloaded the two files, and "emacs -Q" on my system has no problems displaying both correctly. Did you try visiting these files in "emacs -Q"? Does the problem still exist with "emacs -Q"? If the problem exists with "emacs -Q" as well, then what does Emacs show if you type "C-h C" (note: capital C)?
