I have only recently started reading the Structure and Interpretation of
Computer Science book, using Chicken Scheme. I wanted to be able to use
emacs to Scheme, but I am having trouble finding the .exe file for emacs. I
downloaded a mirror and unzipped it using WinRAR.

You should be able to find a binary distribution of Emacs for Windows
here:
ftp://ftp.gnu.org/gnu/emacs/windows/
