I have generated the plain text version of the Emacs manual with the
command:
makeinfo --plaintext --no-split emacs.texi --output=emacs.txt
What format is the generated text file?

Hahaha! Right. I meant: it looks like a lightweight markup format, but
it is neither Markdown, nor any other markup format that I happen to know.

That's right, it's not a markup. It uses some conventions to express
markup, generally taken from the Info files.
