If you mean how to input them when your keyboard doesn't support them
directly, then you can use of the Emacs Vietnamese input methods.
Type "C-u C-\ viet TAB" and select one of the input methods this shows
you.

Display of Vietnamese characters should be supported automatically, if
you have fonts which are capable of showing them.
